PERSONAL HISTORY Government or Employment

Can someone help me with this question:

In the ITA application, when filling in the PERSONAL HISTORY, in the type of activity, between the options "employment" and "government", I am confused as to which one I should select.

I have been working for a Government ministry for the last 7 years. This is my most important work experience, and is stated in my work history.

But on Personal History, should I type it as Government?

Its employment.

Government is when you worked as civil servant, judge, police officer, security organizations.. and that sort of work
