No. You need a letter that your DLI school is approved. Negative Covid test prior to boarding. Paid fees for 3 day mandatory quarantine in one of the 4 cities taking international passengers and then your accommodations/quarantine plans for the remaining 11 days.

My University has booked me a hotel in halifax for 14 days,along with 3 meals a day, I'm flying in April to Montreal and then with another flight from Montreal to halifax, even The transportation is arranged from airport to hotel, do I still need a 3 days hotel booking? Or university plan is enough?

No you need a 3 day mandatory, government quarantine in Montreal as per new rules as of February 22. Unless rules change. They have said cost is around $2000 for the 3 day stay. You will need proof of hotel stay to board the plane.
