Hi, I'm in a bit of confusion here in reference to an issue we are facing due to the Pandemic. My wife's PR is about to expire and she's unable to travel at this time due to reasons below.

1. She had to deliver our baby in Sri Lanka due to the lockdown a few months back. The plan was for me to be there in August but due to the baby being less than 3 months we might not be able to travel as of yet. I will be submitting the application for the baby's Citizenship as she would be considered first generation.

2. Wife's PR is expiring in Sep and we have contacted the Visa office in Sri Lanka ( VFS Global ) and they have provided this link: https://visa.vfsglobal.com/lka/en/can/news/visa-application-centre-in-colombo-re-opening. When she inquired about the application process, they had no clue about the services related to the PRTD online. This is so frustrating when a PR and a Candian Citizen cannot get the correct information required in order to move forward.

3. The office is not excepting in-person visits and we are to courier the applications to them with the fees mentioned but nothing about the safety of the passport. This is a country with many issues related to shipping and no guarantee of any sort.

note on the website: Permanent Resident Travel Document intake (via post/courier only). Submission of PRTD applications in person at the VAC is not permitted until further notice.

4. When I inquired about this through immigration Canada they did mention she would need to apply for the PRTD in the country she is in. The only exception is if the visa office is closed, then I would be able to send a letter explaining the details to immigration Canada while submitting the application for the PRTD in Canada. Is this information correct?
