My husband and I are permanent residents, currently living abroad, but wanting to return to Canada with a 2 year old son and a new baby on the way.
We know about the 3 month waiting period for obtaining OHIP again and we know that we will have to sponsor our 2 year old son and baby (if born abroad also) and only after will they be eligible for OHIP.

Our main concern now is wether or not we should have our baby in Ontario (where we plan on moving) because of the 3 month waiting period for us and the cost of having a baby in Ontario without being covered. Our due date is for June 15, 2013.

If we plan on going only after the baby is born, we will have to apply for Health Insurance for both our children. Will one of us parents always have to be covered under that health insurance along with our children even after obtaining OHIP?

And does private health insurance cover the routine check-ups for the children?

Hope someone can help out, as we have such little time to make a final decision.

The parents has to sponsor the children. If they are born in a visa exempted country to Canada and hold that country's passport, they will be allowed to Canada for 6 months as visitor. Mean time the sponsorship application can be filed. But the main problem is that, your children will have to leave Canada on expiry of the permitted visiting period. You should request to the BSA to grant an extended period for them at the entry point. But it is up to the sole discretion of the BSA.

Canadian citizen, permanent resident or landed immigrant are eligible for OHIP coverage, but visitors are not eligible. Each eligible person gets their own Health Card with 3 months waiting period from application date. For OHIP all members of your family, including babies and children, must have their own health coverage.

If you have a visa exempt baby and you bring it in as a visitor, you can either ask for a visitor record as you enter to allow the child to stay longer while you sponsor or you can wait until the child is in Canada for 5 months already and then apply to extend visitor status based on that you have applied for sponsorship.

I know about all the waiting periods and having to extend their stay as visitors while the sponsorship is being filed.

What we'd like answered is based on private health insurance coverage, whether or not routine check-ups are covered or not or if they are considered as pre-existing condition since its something that all babies need to go through.

We are not exactly financially stable as we're both out of work in Portugal (and our main reason on deciding to go ASAP back to Canada) so we're trying to find as many options as possible and the least costly, which will make us decide on wether or not we should take the risk of having our baby there.

Private health insurance typically covers emergencies only - not routine check-ups. However I'm sure there are plans available where routine check-ups can be covered for a premium (likely significant). You may find it cheaper to pay for your pre-natal check-ups out of your own pocket.

Thanks scylla.

I guess the only thing we can do now is way out our options and all the costs involved in having the baby there at our own expense (it's probably unlikely that I'll get OHIP before the baby is born unless I move back to Ontario right away :/ which can be quite complicated to make such a big move in such little time) if I count on the 3month waiting period it should be 3 months before my due date (June 15) but there is always the possibility of the baby being born before that date.

Or the other option is to go only after the baby os born and see how much that will cost with the sponsorship fees for both my children and then the private health insurance that I would need to do for both of them as well.

I found this info here: http://www.settlement.org/sys/faqs_detail.asp?faq_id=4001239

"Part B

You must be able to answer "yes" to at least 1 of these statements:
...
Other Temporary Residents

You have a Temporary Resident Permit with case type 80 (for adoption only), 86, 87, 88, 89, 90, 91, 92, 93, 94 or 95."

Can anybody explain what these case types are? I can only find info on case type 86 which is for refugees.
