As a permanent resident, you can sponsor your family to come live with you in Canada. For a partner, you can sponsor either a common-law partner, a conjugal partner or a spouse.
Common-law partner is someone you've lived with for over a year and can prove it. If you have lived with your girlfriend for over a year, continuosly, then this is an option for you.
Conjugal partner is someone you've been in a relationship with but for good reason were unable to marry. As in, it was impossible for you two to get married. I'm assuming you could still return to the Philippines and marry her, so that's out of the question as well.
A spouse is the simplest case. You still need to prove that the relationship is genuine, provide evidence it's ongoing, but you don't have to live with your spouse.
I guess you could marry the girl and then apply to sponsor her as a spouse. I don't know how it is for citizens of the Philippines, but I'm assuming she would need to get a visa to come see you. A visitor's visa could be hard to obtain if immigration knew she was intending to marry in Canada - they could assume she will not be leaving when it expires. So it would probably be easier for you to go there to get married.
