Hello guys what are the typical cases to apply for PRTD.

My wife returned to London to continue her study. As mistake was made by CIC she did not received her PR card on time and she had to travel back w/o PR card. Does this fall under Humanitarian and compassionate grounds. By the way, she Landed on June 30, 2015

Best option if you now have the PR Card is to courier it to her. Other options - Does your spouse hold a standard UK passport? If yes she doesn't need a PRTD she can fly back and deal with CBSA at the border. If she doesn't hold a UK passport or any other visitor visa exempt passport she should apply for a PRTD at the London visa post. As she only recently landed she has enough time to get the RO so PRTD issuance will be straightforward. Note the PRTD is a single entry endorsement. If she has a US visa she can also enter via a US/ Canada land border with her landing documents. She has to cross the border via non commercial means - private vehicle including a rental, taxi, on foot.
