If a permanent resident married to a Canadian citizen moves back to the USA for many years and decides to move back to Canada, do they have to reapply for their permanent resident status all over again or can it be reactivated?

As your spouse is a Canadian Citizen every day spent with your spouse outside of Canada does count towards residence requirements in order to keep your permanent resident status and you can apply to renew PR card. You will have to be able to prove that you did indeed live together.
