Permanent resident problem (Montreal)

Hi everybody,
I am Ted. I'm in my 1st graduate program semester in Montreal. I have just found out that, I need to pass French exam in order to be PR. The problem is that I don't know French and don't want to learn French. So,after my 2 year program in Montreal, can I apply for PR in other regions like Toronto or Vancouver? If not, do I need to spend another 2 years in Toronto or Vancouver to apply for PR?

Hey Ted,

you can use your work experience gained in Quebec towards applying for CEC, but you have to prove that you do not have any intentions to settle in Quebec. This means you will be needing to provide evidence of residing outside Quebec.

On the other hand, you can always go for PNP options in every territory in Canada. Provincial programmes are straight forward but almost all of them need an employer to sponsor you.

And to answer your last question, no, you do not need to spend another 2 years to study again in any other regions. You only need to spend 1 year working in Canada under eligible occupations.

I would suggest that, you move to Ottawa after gaining work experience, and apply from Ottawa, it's only 2 hours to Montreal.

I don't think that helps, unless he's been settled outside Quebec for a good few months before processing of his application begins.

If one moves to Ottawa to simply apply for CEC, VOs are smart enough to notice they've been living and working in Montreal for a long time.

However, if the OP does intend to settle in Ottawa in the long term, then the sooner he moves, the less the VO is inclined to doubt his intentions.
