My wife is a Canadian citizen by birth and we have a son who is also a Canadian citizen .but both have never lived in Canada and we are all in nigeria at the moment, so right now we are planning to relocate to canada permanently and I tried using the student visa so that my family will join me later but I was denied. So right now we want to use the spouse Visa so that my wife can sponsor me. Which one will be best for us,is it in land or out land application? And which province will be best for us?

Inland most likely won't be possible. To apply inland, you and your wife must both be physically in Canada. If you've already been denied a study permit - chances are a tourist visa will be refused as well. So she would need to sponsor you outland.
