Permanent Resident outside the USA Question

Yes, I'm applying for my PR soon and I needed to know how much the fees are and which ones do I pay? My situation is my wife and son are canadian and I'm an american citizen, and I lived there back in 06 for ten months on a visa for the birth of my son. Are these months counted towards my PR?

1. $75 sponsorship, $475 application, $490 Right of Permanent Residence fee, plus costs for medical.
2. You were a visitor in Canada, has nothing to do with PR status.
