I do not know what happened to your fathers citizenship application since 2006. That is way too long. You should apply for a new PR card here: http://www.cic.gc.ca/english/information/applications/prcard.asp It takes around 5 months to get it. Since you are not a Canadian citizen yet, you will have to apply for a passport from the embassy of your country of citizenship. Then you can travel. Depending on your citizenship, you may need to apply for a visa to travel to the country you want to visit.

You can also apply for Canadian citizenship by yourself. The application forms are here: http://www.cic.gc.ca/english/information/applications/adults.asp You can expect around 1 year of processing and you will have to pass the exam. 80% of cases are done by 19 months. It is therefore not fast enough for you to be able to travel with a Canadian passport this summer but you could try for summer 2013.

ok thats sounds i think im going to do that but i was reading online and they said that i can go to 16 country with pr card , my friends been trying for us to go to like cuba but i never ever thought i could travel with pr card and now its expired :( !

also im from Africa , Liberia to be exact i was told i cannot travel back without a canadian citizenship , its really hard trying to find imformation on these stuff in newfoundland because theres not much african's here that much or place to get information , but thnx for your help i was always like scared if i did file in for myself i wont get it or will cause problem for my dad and stuff since its already been sent out and they even sent the book twice but then never heard anything afterwards and i dont really live with my dad right now to know information on the progess

If you are refugees and unable to get a passport from your homeland, you can also try for a Canadian travel document, see http://www.ppt.gc.ca/non-cdn/index.aspx?lang=eng

:) :)thanks so much you been alot of help one last finally question , do u think its a good idea to file in for all those things at once? like im turning 20 in like a few days time since gettin a citizenship takes time and i just want to try to get anything as soon as possible but not sure if uu can even do that or not but been here like half of my life really wants some change haha ! :D ;D

You can file for all of those things at once if you want to because they are all unrelated applications and processed separately.
