Permanent Resident - Child born overseas - Living in Canada

Hello Dear ,
We are permanent resident of Canada who are now in Canada since March 2012. My first visit to Canada as a permanent resident was in May 2010 with my wife and daughter and I returned in two month later . My country of origin is Iran . I was blessed with a son after our return to Iran. I applied for visitor visa for my son ,and we are with my son in Montreal, Canada now.

I filled Sponsorship family class forms and mailed it to CPC_M (Mississauga) two weeks ago.I have two question:
1) According to (he is physically here ) ,I should do another work( we should apply through H&C? )?
We should pay again????
2) Which visa offices I should choice ( I can choice Ottawa )?

I think you did the right thing by sending de application to CPC-M. When the visa office in your country of origin will ask for the passport, send the passport by courier.
In the meantime you just have to wait, it seems it will take a while (93 days shown on CIC website).
