I'm a bit confused about this. For new PR's does an application have to be submitted or does this card come automatically after proof of landing?

no you get it once u "land" in about 6-8 weeks apprx

It comes automatically. When you land you give them an address to send your PR card.
Then you wait for it to arrive in the mail

Closer to 10-11 weeks. Processing times for PR cards are currently 48 business days (this doesn't include mailing).
