Permanent Residency - through conventional refugee

Assuming you were fearful for your life, hence refugee they may wonder what has changed to suddenly make it safe for you to go back. That could cause you more problems than just citizenship I would think.
What kind of emergency is more important than your life? Why would you return to a home country that you flee from that is why you apply as a refugee in our country unless you are among those who are just refugee by convenience
