I have a question, I know someone who applied for PR within Canada from being here temporarily, is there such a thing as a pre-clearance letter/ notification that states you have been pre approved for your PR. Yet you are still in the process as your criminal backgrounds need to be checked or for another reason. Does such a letter exist or is this false information. Not sure of the process would like some info.
