Permanent residency issues

hello all. i achieved permanent resident status in 2006 with my mother and siblings as my mother married a canadian and ultimately became a citizen. my PR card then expired in 2011 in which time i had moved back to England to study and work and assumed my PR status was no more.
This year i re-entered Canada to visit my mother, where i was taken into secondary at YVR airport and they told me i was infact still a resident...however without my PR card.
In total out of the last 5 years i have probably been in Canada for 1 year.
Since re-entering i have enrolled in college as a domestic student and i have been working and paying tax lawfully with my SIN card.
I am aware i haven't met my Residency Obligations so cannot apply for a new PR card just yet.
I was looking to enroll in the Medical Services Plan but in doing so read that their will be a review of my residency and i was worried that i may be rocking the boat as i have not fulfilled my Residency Obligations as of yet. I do however intend on staying in BC permanently.
Also, without any form of BC id i haven't been able to get a drivers license which has already caused me no end of grief.
So to some up, should i apply for MSP now or wait until i have fulfilled my residency requirements?
and also, is there a way in which i can acquire a drivers license without any BC id.

if you had a license in the UK you can just trade it in for a BC one. Will cost maybe $80 and you'll need a record of your driving history from the UK.
