Permanent residency for Quebec master graduate?

My friend has studied his masters from Quebec province three years ago, he didn't get a job after a long time until recently, that too a contract which is ending in february? The contract is just eight months. Is there any possibility for him to apply for permanent residency in ontario or any other province?
Does the part time work experience in resturants or gas stations counts?

No, that work experience doesn't count.

He can apply for PNP from other provinces, but I don't think his Master's from Quebec will help him.
