Permanent Residency and Tuition Fees

Hey there everyone,
First of all, I'm new here and I expect you to excuse me if this is not the correct section to post this.

I actually have alot of questions in mind but these are the most important ones for me, please answer any, that you are able to.

Some information about my situation;

  • I'm someone who's planning to study in Canada as an International Student from Europe.
  • I'm planning to study in Toronto.
  • I have a Canadian resident girlfriend that I'm planning to marry the first year I arrive in Canada. (I've known her for 4 years.)
  • I'm planning to apply for a Permanent residency as soon as possible after we're married and are living together.

I hope my situation is clear, now the questions;

  • First and most important; Is being a Permanent resident effect the Tuition fees? If yes;
  • Is it possible to be forced into paying the International fees even if you are a Permanent resident?
  • Does it take longer than 12 months (or 2 semesters) to get the Permanent residency status?

If you are able to answer my questions, I'd suggest you also read this,
The thing is, I have two years worth of fee costs saved that is set for International Students, but from the third year and on it is going to be much difficult for me. What we're planning to do with my girlfriend is, that she becomes my sponsor so that I can get the Permanent resident status and pay almost 70% less the cost of fees. Is this possible?

Yes, PR pay domestic fee as all other PR's and citizens of Canada. No, once you get PR you are eligible to pay domestic fee. In fact if you are studying in Ontario province you will be eligible for domestic fee after stage 1 approval for your PR application. Since, you mentioned you are from Europe depending on your country's processing times i would suggest you apply for outland application. But, keep in mind if you apply outland you have to wait for the whole process to be finished to be eligible for domestic fee and could even be called for an interview(which in your case chances are slim coz you are from visa exempt country i believe?)
Now, if you decide to apply inland application after stage 1 approval you will be eligible for domestic fee if the rules don't change. At the moment CIC website says 6 months processing time for stage 1 but in reality it has been 9 months for people who haven't got approved for stage 1.
My advice:
Unless, your country's processing time is like 7 months or so(this means for both stages), I would apply inland and get approved for stage 1 and pay domestic fee while waiting for stage 2 approval. But, if you want to become a PR faster go for outland. Btw which country you coming from?

Thank you so much for clearing alot of points that I was worrying about, hearing somewhere that PR status may not be enough (or if it's found suspicious) to get domestic fees, I needed to ask in here.

I hail from Turkey, I'm planning to apply inland, once I get to Canada and marry my girlfriend. It is actually okay for me if the processing time of stage 1 does not exceed 10 or so months.

Any more tips or things you'd think help me know?

Vaki just make sure you guys keep all records of communication be it skype calls, fb messages and so on. As, you mentioned you will be marrying your girlfriend in the first year you move here all these proofs will satisfy the visa officer that you guys are a genuine couple. Other than that there is not much to the process just criminality checks and backgrounds checks happen for the applicant. I would highly recommend you go in the family sponsorship section and look for inland 2013,2012 or even older threads and read through some of the pages, those will answer a lot of your questions. Thanks for your suggestion guri, we've even been keeping the flight tickets and everthing regarding our communication.

I'd still appreciate more confirmation from others, the more the safer.

A PR pays domestic tuition. It is illegal for an educational institution to charge a PR international tuition.

No one can confirm that you will have your PR status within a certain time period. At the moment, inland is taking around 18 months but there are people who wait longer than that and people who wait shorter.
