Approving 3500 applications will take a couple of months. In fact in the article the spokesman mentioned that they expect that they expect that to be done by March 2024. They will receive a lot of applications in that time.
IRCC does not seem to turn away already received complete eligible application even when they have met the quota. They didn’t in TR PR applications 2 years ago, when they accepted 4500 extra applications by mistake.
In my conservative estimate around 36000 could be eligible potential anchors. That is a very conservative estimate, could easily be 10000-15000 more. Again being very conservative atleast 1/3 would want to be anchors. Thats easily 11000 applications, not even people but just applications. That number could easily get to 15000 application given the time this is going to stay open.
So, at this point, the question is are IRCC going to turn away already received complete eligible applications beyond the first 3500. They have not turned away such applications before. But, the numbers we are talking about are going to be way beyond the actual target number they have said.

I don't agree with the above statement. They have for some programs and have not for others. Examples of programs where they returned large volumes of applications once the cap / quote had been reached include the old FSW program and also PGP for several years in a row when it wasn't a lottery system. Historically there are a number of examples where completed applications were in fact turned away.
Just curious if any one submitted on behalf of a Haitian citizen WITHOUT the official police background check completed from Haiti. The police check has been in process since prior to the opening of this pathway but still not done yet. It has been weeks. Our application is complete otherwise but we felt even with a Letter of Explanation it would be returned as incomplete as it’s one of the must have documents. I can’t see the government giving out AOR’s to all these applicants without completed background checks? They don’t have time to wait around for background checks to be competed and uploaded after submitting an application! What if they background check came back “bad” or never completed, then they have given an AOR and started processing an application that is in fact incomplete/ineligible? Thoughts??
Had they already given out AORs and biometrics/medical requests for those programs before they returned them? Because they seem to be doing that right now.
Are they just going to stop giving out AORs at some point but still keep the program open and receive applications?
They will have a lot of applications being processed at the time they hit the 3500 application mark. Are they just going abandon those applications after giving those people pre arrival services/medical exams? That does not seem right.
There are potentially close to 200000 anchors in Quebec (a lot of Haitians), if even 1-2% of those decide to move out of quebec because of this program in the next month, that is 3000-4000 more applications. The volume of applications seems endless at this point. The only way I see them controlling the number of approvals is by limiting the AORs, but alot of people seem to have gotten AORs already and they are still giving them out.

Yes i have seen the figures, remember there are Haitians as well. I was very conservative in my estimate, there could be a lot more.

yeah. Haiti population is very small 11 million compared to Vzla (29 M) and Colombia (52M).
and the biggest congregation of Haitian in Canada are in Quebec due to their French mother tongue (but can't apply for their families under this program).
I know what you want to know and let me tell you people who got AOR loaded provincial ID under identity and others under proof of status. Some people went beyond that and uploaded it in both sections LOL and still got AOR.
I reapplied and loaded under both sections because I saw just a returned that provincial ID (back/front copy) was in proof of status, but the person got incomplete/update message under identity.
We don't know if officers are checking all the sections and what's in and checking if someone loaded something right but in another section.
Not sure about Haiti in particular, but a lot of people have received AORs with just LOAs instead of the certificates. Not sure if you should be waiting at this point.
Seems like applications can be revoked, or terminated anytime if they aren't aligned with requirements or eligibility.
Many people got AORS without a police certificate: just explanatory letters regarding they are in the process to get them. Some Colombians have received an AOR uploading web-obtained police records or confirmation e-mails from the service providers of background certificates (non the actual oficial document requested).
AOR is just a first stage, if you receive one, ahead in the process you'll be asked to provide and pass criminal background checks.
Even someone published at a Facebook group how her daughter got an AOR but was in the USA by the time she applied, her application got cancelled after being granted an AOR.
