permanent residence fee(490)

I would like to pay permanent residence fee(490) later after getting approval. Is this possible?

If I pay full fee and what If I my application get refuse (God forbid) will I get the refund of 490 or not?

fee as follow.

Processing fee ($550) and right of permanent residence fee ($490) =1040

As far as I know, you can get permanent residence fee in case they'll reject.

the RPRF ($490) is fully refundable
