I believe you have to be a legal resident of a Country for at least one year, to enable you to apply from that Country.

Seniors on this forum, will be able to confirm that.

My husband is Nigerian, and has lived (legally) in Brazil for 3 years. We are processing through Sao Paulo, Brazil. Immigration law states that you can apply from a country (other than the country of your nationality) if you have been legally admitted for one year or more to that countryat the time of your application.
