You don't HAVE to send it to the VO, but it would not be a bad idea as the VO will be aware that it is paid and may hurry things along a little. It tends to take some time to pass from Mississauga to the VO.
We paid the RPRF about half-way through our process. I paid it online, faxed a copy of the receipt to the VO in Brazil and mailed one to Mississauga..they still send it from Mississauga to the VO, but it seems to not slow things down as they know it is enroute.

No, it wouldn't. They are referring to Welfare only. Daycare subsidies, student loans, GST/HST rebates, child tax benefits, disability benefits, EI payments are all not considered to be government assistance.

I agree. For a marriage to be recognized as valid in Canada, it only needs to be legal where it occurred. It does not need to be "registered" in Canada. You have to list your divorce or it is misrepresentation.
