pending CSQ and work permit application

I applied for the CSQ for the skilled worker program and I got an email that it has been received and currently being evaluated.

While this is pending, I am applying for a graduate program in Montreal. If I apply for a work permit, will it affect my CSQ application for skilled worker?

Also if I receive the CSQ can I apply to the federal while I'm in Canada as a student for the skilled worker program?

No it won't affect in any way. I read somewhere on canadavisa.com that dual intention is acceptable. If you go for a graduate program there's no need for work permit. Try to get a TA/RA in the department where you're applying because off-campus jobs are scarce if you don't have a PR. By the time you complete your degree you'll have a PR and will be able to find a permanent position.

But as for the PEQ, its website explicitly states that if you intend to start a new study program, you will be asked to choose between getting CSQ or starting new study. What's your opinion on this?
Is there any way I can get a CAQ for study permit after obtaining CSQ? Please help.

That's right afanti, but PEQ is a different thing that applies only to current workers in Quebec, not to those who just applied for CSQ and are undecided. It's possible to file an application for a CSQ and as a temporary worker also, but it has nothing to do with studies. If you have to attend an interview for CSQ it's better not to tell that you're gonna go to study as you will most likely be rejected. That's because offering you a PR means that you will become eligible for scholarships as a domestic student. You need to demonstrate that you're employable professional and capable of establishing yourself financially. After you get a CSQ then you can apply to schools since you'll have plenty of time during federal process.

Thanks for your reply. Let's say I've just finished my undergrad in one Quebec university and got my CSQ through PEQ. At this time, I get accepted to a master program and have to apply for CAQ because CSQ does not allow me to study. Once I apply for CAQ, there's a greater chance that I might get rejected because when the immigration officer issued me CSQ, they assumed I was gonna work not study again.
What do you think of this? What should I do in this case? Thank you again

I got your case. Tough dilemma... :( The best option would be to get a temporary entry-level position in your field after completion of your BS while waiting for your PR to be finalized. After that you can go for MS. Average processing time for a federal stage of QSW is 17 months. Another option is to go for MS right now. In this case you should apply for CSQ after you're officialy enrolled into the grad program. Disadvantage in that case would be next, if you don't get a job offer after obtaining MS you'll have to leave Quebec and wait untill you get a PR to return back. The waiting time can be 2+ years. If you're already decided that you're going to continue studies then I'd suggest to apply for PhD. While you're in the program, then apply for CSQ. After you get a PR you may quit PhD and instead request a MS degree from the university. It might take you extra semester or two, but the main benefit here is that if you go for PhD you'll not have to leave Canada in 1-2 years as if went for terminal MS.

I think the second option is the best for me if it works, but would the immigration cancel my master/phd CAQ because of my PEQ application? Or would they refuse me because I did not enter labor market following my bachelor or I cannot work immediately due to my master program? Thank you so much

Even though, I'm not much familiar with PEQ rules and its tricky moments I don't think it might be an obstacle for you to pursue MS. If you happen to attend interview you can claim that job market is tough and there's no way to enter it without not having a PR, thus advanced degree is a must in your situation. Just in case, always consider other provinces if there might be conflict with Quebec immigration rules. There're post-Master's programs in Toronto that grant PR after degree completion. But if you decide to stay in Quebec I suggest to go for PhD because in addition to financial support you won't be limited by the time frame because processing of federal part of PR application is longer than the duration of MS program.

I will be finishing my masters in December 2017 , can I apply for CSQ considering Master degree in October 2017 ,so that it almost takes 4-5 months for the document request ??plz provide me with necessary suggestions !!
