PEI PNP Labour Impact Category (Skilled worker stream)

I'm planning to lodge my paper-based PNP under PEI PNP Labour Impact Category (Skilled worker stream). When I checked the eligibility I saw that it says "have successfully completed a post‐secondary degree or diploma (minimum two year program)". I've completed two 1 year Ontario College Certificate program. Do I fulfill the education requirement? Please help.

No. The program needs to be a minimum of 2 years.

Yes I do have bachelors degree outside Canada, but don’t have WES
