Kindly suggest a reliable link or app to reduce the pdf size to within 4 MB apart from Adobe Acrobat

Adobe Acrobat. It can also group alll the scans for a particular field into just one file that can be uploaded at the relevant placeholder

There is PDF Editor but your best bet is PDF Acrobat! I'm sure there are alternatives if you have a Mac platform
