Anyone come across this? We got police clearance certificates for children (adults now) by applying for them from the consulate. Given the form I can't imagine there is any issue with submitting as is, even though it's not been done by a Canadian translator - and that the consular stamps will be considered equivalent to notarization.
To my pleasure it came back with original (in local language) [which by the way is clearly a print-out of an electronic file with no letterhead or other] from Interior Ministry, attached to translation / cover letter from the consulate (stapled with paper in corners, stamp overlapping the corners so it can't be separated/faked, a modern equivalent of sewing the docs together).
Translation page marks clearly that 'Translation from language', address/contacts of the consulate, Full text of the PCC in English, signed by [consul - name etc], and translation boilerplate ('On this date of [date], I, [name / position], certify that the English translation annexed herewith is identical in all respects to the original document in [language.] [Stamps/signatures etc.] Both the PCC and the translation have registry numbers.
I'm overall quite impressed, it's well done (and in sum cheaper than Canadian translation and stamping). Can't imagine IRCC would object, just never run across this.
