I used to live in Dubai, I recently went to visit and managed to get the PCC during my trip. As long as you have all your documents copies and passport pictures, the whole process takes 3 days.

The PCC is done at the Dubai Police General Headquarters near Al Mullah Plaza. Just be aware that there are a couple of Police departments in that area, so make sure you goto the one closest to Al Qiyadah Metro station, that's where they do the PCC. If you have trouble finding the place, I would suggest calling them ahead of time to get directions.

I applied for Dubai PCC from Singapore. UAE embassy in Singapore helped me with the paperwork

1. Get fingerprint done from local CID
2. Fingerprint form attestation from local foreign affairs ministry
3. Same form endorsed by UAE embassy
4. An application form was provided by the embassy, send all together either
a. Post and include payment i.e. bank draft
b. Ask a friend / family to submit , do it in person, pay at the counter. (I have a relative in Dubai)
5.a. get by post (Takes months)
b. Self collect / ask someone on behalf (3 days)

According to their website they accept in two offices CID and Dubai mall

The validity comes into account only if a person is a current resident of UAE.
If a person is not currently officially residing in UAE, and he/she has obtained the PCC after completion of his/her stay in UAE, then there is no question of validity.

In Qatar there are agencies that process PCC IN Dubai it's quite costly but wuth the nature of my husband's work in Qatar he has no time to process it on his own.

He stayed in Dubai 6yrs ago, and this is his first time to get PCC in Dubai..the validity of the certificate was noted in the certificate itself.

The validity of 3 months is mentioned on every single UAE PCC. Even it is there on my UAE PCC which I obtained it in August 2015.
As I am not currently staying in UAE, so the validity is out of question for me.

Same applies for your husband and all other applicants with this situation.

Yes he submitted the required documents and the agency sent to Dubai with their partner agency.. Yes thru courier

Irrespective of whether you had Emirates ID or not, you need to obtain fingerprints and follow the steps mentioned on previous page. Find an agent and get it done.
