You can apply for the PCC online from the Delhi Police website,
www.delhipolice.nic.in
http://205.147.111.68:81/registration.aspx
just register, and u need a soft copy of your photograph, and a soft copy of your social ID with your address and photograph. The fee is Rs 250, and the delivery time is around 5 days.
