The website already says “Police certificates are required upfront and are mandatory for each country (except Canada)” https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/permanent-residence/express-entry/applications-received-on-after-january-1-2016-completeness-check.html

After you submit your app, when your medicals are passed, you MAY receive an RCMP request. For most of the applicants it’s not requested. Up to you if you want to do it upfront. Some applicants believe that providing it upfront can prevent delays in your application, but that’s yet to be proven.

IMO, if IRCC doesn’t require it upfront, then don’t submit. I didn’t submit an RCMP certificate upfront, didn’t get a request to give one post AOR either.

Hi,
I am in Canada since 2017 May.
I received my ITI on April 1st to apply for PR under CEC.

I already applied for Indian PCC visa BLS..
Is it required to apply PCC of Canada too?

on the immigration website it says it’s not required andI consulted a visa consultant he said it’s not required.
Link: https://www.canada.ca/en/immigration-refugees-citizenship/services/application/medical-police/police-certificates/how/canada.html

but my friends say its required.
So, WHO TO TRUST? your friend or IRCCs official website?!? Such a dilemma!
I'm not going to provide an answer because you've already answered it yourself.

It isn't required at the time you submit application. However, it can be requested later. In my case, I was requested RCMP after MEP. It took me nearly 1 month to apply and receive it in my mailbox. I hope it will not delay the processing of my application.

As there are chances they might come back and ask, to avoid the delay, I have applied for Canada PCC yesterday to avoid any processing delays.

Best wishes from my end and I wish you receive COPR soon:)
