And further to your question - I am so sure on this as I got PCCs for myself and my spouse and have lot of friends who got the PCCs and nobody visited our homes in India.
In my case, the reference form that I sent along with the PCC application was sent to the local police station in India. Had my father not been visiting the police station every other day to check the status, I am sure someone from the station would have visited my address. This doesn't happen on majority of the cases (example: my wife - the reference form was not sent to India), but it does happen on few cases.

At the time of applying for passport, police verification should happen. But in case of renewals or for some Tatkal passports, verification doesn't happen and will be in pending. When you apply for PCC, CGI would check their database, and if the database says that your verification is done, then they would issue the PCC immediately, if it says pending then they would send it to India for verification. This is the time that local police would visit your home...

If your passport was issued in India (not tatkal) at one of the metropolitan cities, please go ahead and apply at the BLS Brampton or Toronto. Most probably you should get your PCC in about less than 2-6 weeks 60% of the time and about 3 months 30% of the time and I would leave the 10% to your bad luck with CGI :)

My passport was issued in Toronto and I got my PCC in less than 2 weeks, whereas my spouse's passport was issued in another Non-Indian country and is still pending (about 3 months now), however recently police visited my spouse's home in India for verification and I am hoping we should receive my spouse's PCC as well soon.

Getting PCC from India is easy and as far as I have been told by my well-wishers and friends is that it is accepted by CIC.
Your parent (father or mother) need to request for a PCC from the Commissioners office in your city where your passport was issued.
I got this done for my spouse when I felt there was a delay in the PCC request submitted here at BLS Toronto.

Apply for PCC from BLS Toronto, as mentioned by "av300812" you would get your PCC in within 4-6 weeks...
