Hi,my friend is from Rwanda but was a student in India for 4 years. He is a refugee in Canada now. As part of his journey to become a PR he needs to provide a PCC from India. The BLS office is asking him for his original passport, wich he doesn't have because it's with Immigration Canada,but they won't listen to him,and they don't want to process his PCC even with the certified copy of his passport. Have you been in a situation like this or do you know anyone who have been in this situation? Do you know what he should do from there? Thanks already for your help.
