PCC from UAE while in India

I live in Kerala (one of the southern most states of India) and I am trying for a Canadian visa. They have asked me for a police clearance certificate from all the countries I have lived in. UAE is one and seems to be the most complicated. They need my finger prints verified by my local police station, then attested by the home ministry of my state and Ministry of External Affairs of India.
The first 2 are fine, but do I have to got to Delhi for this? or is there a more convenient way like NORKA.
Has anyone gone through this before? Any insight would be appreciated.

I want to do the same and come across company who does it for you by charging Rs. 22,000 (Rs. Twenty-Two Thousands), here at Ahmedabad city of Gujarat state. These web addresses are of same company.
