As someone who's completed his own PR process and has helped some friends finish their profiles for PR. My first genuine advice to you based on reading this thread- Change your lawyer.
PCC from India is one of the simplest processes, There's absolutely no hassle and the rules are well laid out.
PCC from INDIA compulsorily must be from PSK, the PSK PCC simply states that
there's no adverse reports about you in the country of India and you are free to (reason of travel which would be 'apply for residency abroad' in our cases)
Now there are exceptions for this rule, I believe if you've only stayed in the state of Punjab since you've been 18 then you are free to get the letter from the Local Police station in a particular format. In practice, if you've stayed in just 1 or two places since you were 18 I've seen people successfully get through getting certificates from Local PS even from outside Punjab but that may be an oversight on IRCC's end.
The final verdict is, unless you have a specific reason not to do so, getting a PCC from PSK is the most acceptable and straightforward method to apply for a Canadian PR. The format is already pre-created by the Ministry of External Affairs, you don't have control over it, go to the passport website
https://portal2.passportindia.gov.in/ and apply at your nearest PSK. You'll have a PCC in 2 to 20 days depending on your situation.
