Request the letter for PCC from IRCC and send it to them along with your Iqama copy ( I'm sure you have it ) . Ask them to translate and submit it to Saudi Criminal record Office. Usually they don't ask who is submitting on behalf of whom...so they will give a reference number and will ask to collect on particular day.. This is trial and error method.
If the above doesn't work , prepare an affidavit from your place ( Embassy) mentioning that you authorize XYZ on behalf of you to apply for Saudi PCC and ask them to submit this authorization along with application for NOC to receive Saudi pCC in your embassy (in KSA) . once your embassy gives No objection, ask that person in Ksa to get it attested by mOFA , translate it and submit to Saudi Criminal Record..
Even if God forbid this doesn't work , attach all these documents and mention in LOE about the steps you have done which were not fruitful. also upon exiting KSA they give one paper. That's like clearance paper if you have that include that too..
