I have applied under the CEC CATEGORY and looking forward to apply for PCC. I am on work permit right now. And would be flying to India. How long does it take for PCC. Shall I go to consulate General toronto or BLS ? Which one should be fast ?

You should go online BLS website and there is option for PCC so print out that form and fill out that form than go to BLS with all original documents like passport, work permits and passport size photo etc
It can be take 2 working week
