Pcc experience for Tunisia or Tanzania

Anybody has experience being asked for pcc from Tunisia or Tanzania.
PA worked both places around 10 years ago for 1-2 years. It seems very hard to obtain from India and very costly too.

Can we put an explanation letter stating obtaining the pcc is not possible?
This is for pgp program

I have no experience of this, but the IRCC lists those countries on its website and sets out how to get pcc from each. They do not say that either is not possible, so okay to forget it.

It may seem well nigh impossible, but that's not the same as impossible. When we applied for my wife's PR, she had to come up with, among others, a pcc from the United Arab Emirates. She worked there for a few years, ending in 2011. The online procedure was not available, since she had no Emirates ID. Took us awhile to figure out she never had one. We managed to contact her former employer, who confirmed having no record. At first, she thought she just had no more documents showing it. She was told to try the UAE Embassy in Manila to assist with getting pcc from Dubai. That did not work. In the end, we flew to the UAE, stayed there for a week, and came home with the pcc. There seemed to be no other way. It was time-consuming and expensive.

We initially considered sending letter with her PR application saying we had made many attempts to get the pcc, without success. By that point, we had spent several months in correspondence with her former employer, Dubai police, the embassy and more. In the end, we feared that, months after we submitted her PR application, it would be returned for lack of the pcc. That was a risk we did not want to take. We realized that with time, effort and money we could get it. We made that choice.

I am guessing your case is not much different. Most problems can be solved if you throw enough money at them. I doubt the IRCC much cares what you have to go through. But, try the letter of explanation if you are willing to accept the risk of rejection and attendant delay (plus having to spend the time, effort and money anyway). In our case, I had the letter nicely composed and ready to go, with the rest of her application. Then I froze at the clutch and abandoned that plan.

Just one couple's experience. I know your case does not involve a couple, but same issue.

IMO a simple letter will not be enough. You need to demonstrate and provide evidence that you have tried and failed to get the PCCs. My husband could not obtain one of his PCCs (Kuwait). This was because all of the records were destroyed in the war (he worked there for 2 years a few decades ago). We provided a letter but also evidence of everything we had done to try to obtain the PCC. They approved my husband without this PCC.Anyway, just my thoughts and experience.

I think the "surely try" is the way to go. I am very much reinforced in this by @scylla's contribution here, and that is for 2 reasons: (1) she has direct, relevant experience; and (2) she has been around on this forum for a long time and has learned much more about these matters than certainly I ever will and I think there is no member here with wider knowledge and experience. Her opinion counts for a lot more than mine.

The facts that @scylla relates fall within what I would expect to be well covered by a letter of explanation and accepted by the IRCC. Records destroyed in a war. Not much he could do about that, no matter what time, effort and money he may have been willing to spend. I expected our case to generate less sympathy. We were not facing the impossible. The fact that we got the pcc from Dubai proved that. It was a lot of hassle, but we persevered and accomplished it. I think the IRCC expects you to show that you have made an honest effort and tried every way before telling them you can't do it.
