I am in US and I need to get police clearance from INDIA.What is procedure to apply for police clearance from India ,any link any Web site

Are we suppose to send passport also by Mail?
Secondly,Will they accept address on the bank statement as a proof of residence,assuming the person applying doesn't have other means to establish proof of residence.

If you are at west coast of US, you can send application to consulate general of India at SFO.

go to the consular services option, there are two option given, apply by mail and apply in person, in both the cases you need to leave the original passport with them for around 10 days since they need to stamp a "observation" on it after the issuance of PCC.

Below is the link to Indian Consulate Chicago, it clearly mentions Utility Bills as one of the proof of Residence documents, don't think they would accept Bank statements, go through the link,

Proof of residence:
Any two of these i.e. copy of utility bill (phone bill /electricity bill) or Driving License or Lease Deed (of residence) etc. where your USA address is clearly mentioned should be provided.

Atleast in Chicago consul you need 2 proofs of Residency, 1 will not work, also relating to Bank Statement pls call them and check. I got mine from Chicago and they were insisting on 1 proof either lease agreement or utility bill.

I am living on East coast,I have to apply in New York.As I am living with somebody,I neither have my name in utility bills nor I have my name in telephone bills.

My driving license has my previous address.Only think I have is bank statements.
 
I need to apply for India PCC from SFO consulate. I have the following questions:-

1. Do the photocopies of US Address/ID proof need to be coloured or can they be B/W as well.
2. I plan to send both mine and spouse's application in one package. Do I need to include 1 return envelope or 2
3. Which among USPS or Fedex is better for sending docs from Seattle(where i live)
