Hi,

I lived in US for 4 months 19 days. This is less than 6 months time,Still do I need to submit PCC from US.
 
NO. It's not needed. If you live more than 6 months then only CIC need it

Who needs a police certificate?
In general, you and all the people in your family who are 18 or older need to get a police certificate. You must get one from each country or territory where you have lived for six or more months in a row since the age of 18.

I don't get that last part. There's no exceptions. You don't need to submit one, if CIC wants to see one
they'll request it later on.

Since we are talking about the USA, it's a fair question. As you know, technically, the answer is no. However, CIC can request any additional PCC they want, and I have seen it happen in situations like yours. You can go ahead and apply without it, but if I were you, I would expect CIC to ask for it. So you might want to be prepared, since it can take some time to process the FBI cert. But of course you can always just wait and see.
