Just wanna be sure about this. If for any reason my application get denied, they'll reimburse the full amount of the RPRF if already paid, right?

Do you think it's better to pay it in advance? Or when they ask for it?
What's your experience?

So, you're saying, if I pay the fee in advance, and then they deny the application, they keep the 490 $, right?

if the application gets denied at first stage, they'll reimburse everything but the 75$ sponsor fee.
If it gets denied later on, you can request the reimbursement of the RPRF if you decide not to appeal the decision, see here:

To Pay or Request Refund of RPRF: If the Visa Office has instructed your relative(s) to pay the Right of Permanent Residence Fee (RPRF) or if you wish to request a refund of RPRF which you have already paid (refunds can only be issued after you have declined your right of appeal), you may send a copy of the Official Receipt via email by selecting one of the links below. Please include the Sponsor’s name, date of birth, and UCI Number or Application Number if known.

If you don't pay it now, it will delay your file, but you can choose not to pay now if you wish.

another question I had is: I my application gets denied, and I don't want to appeal the decision (or if I get denied in appeal too), could I try to apply again with a new application? I'm just trying to figure out all the possible scenarios.

yes - you can. If you get denied, you will be given an explanation why you have been denied. Sometimes it's faster to re-apply ( if you can address the concerns first) than wait for an appeal date.
But prepare well - and unless you have something really unusual with your application and lots of red flags, it should go well!
