is paying the 1040$ fee 2 months in advance allowed?

I am about to ask for a second extension and some people do include the receipt of 1040$ to have a better change of getting extended.

I heard it's refundable, if god forbid, your circumstances changes.

Is this true?

Yes, you can pay the fees now and submit your application in two months, BUT...if any portion of the fees increase between now and then, you would need to then pay the difference.

If you change your mind, or your circumstances change PRIOR to you receiving your AOR, you should be entitled to a full refund (which can take up to 16 weeks). If your circumstances change AFTER AOR, you would forfeit the $75 sponsor evaluation fee and (possibly) the $475 applicant fee, but would definitely have the $490 RPRF refunded.

I don't think the receipt will make that much difference. It might, if you had a hard time getting the previous one.

Yes, the $1040 is refundable at any time up to and during the process. They will subtract out the fees for the portions they have completed if a withdrawl is done after submission. So if only the sponsor part is being worked on then a refund of $965 would be given. That would be the principle applicants fee and the landing fee. If the withdrawal is submitted after step 2 has begun then only the landing fee of $495 would be returned.

Alurra, I did not really have a hard time getting my first extension, although I only got significantly less than I asked for. So, it scares me this time around to get less than what I need.

Well, they are going to give you whatever they are going to give you. Ask for 1 year. Make sure you file an OWP with your application so if your extension runs out whilst you are still waiting you will benefit from implied status. That is unless you are filing outland (which seems like the best option for most everyone lately) then you will need to continually extend your visa until you land. Once you have file your application and then need to file for an extension, you can include a copy or your AOR or Sponsors Approval and they will usually approve the extensions with no issues at all.
