'Payer information'?

I just paid my fees, and there is so 'payer information' section on the receipt. I'm so confused. What does this mean?

Follow these step-by-step instructions to pay using the Internet.

Go to Pay my fees online.
Follow the online instructions.
At the end, click on the button to print the CIC official receipt with barcode. Print two copies.

Note
Do not exit without printing the receipt!

Fill in the Payer Information section by hand.
Attach a copy of this receipt to your completed application. Keep the second copy of the receipt for your records."

When I send the FBI check separately (including proof of submission in application etc.), I was told by a forum member to wait until SA and sent it to Ottawa instead of Missisauga, even if it comes before SA. (US applicant.) What is the Ottawa address? I only know the Missisauga address for sending the application at first.
