T4, NOA, Work permit and Reference letter are MANDATORY documents that must be submitted with your application.

Contract letters are NOT mandatory but can be helpful to support your application.

Paystubs are OPTIONAL if you are submitting T4 and NOA. For some reason (you might have just completed one year in Canada), if you do not have T4 and/or NOA, then paystubs can be submitted along with explanation letter confirming that you would send T4 and NOA as soon as you receive them.

However, its always best to send as many supporting documents as possible (including paystubs and contract letter)

Do not forget that each copy which you send to CIC must be certified.

You need certified copies just for the documents not in English.

This is not true. No need to certify any copy. However, if the original is NOT in English/French, you need a translated certified copy.

I think that instructions on page Application for permanent residence — Canadian Experience Class (IMM 5609) http://www.cic.gc.ca/english/information/applications/guides/5609ETOC.asp are very clear.

Certified true copies

To have a photocopy of a document certified, an authorized person must compare the original document to the photocopy and must print the following on the photocopy:

“I certify that this is a true copy of the original document”,
the name of the original document,
the date of the certification,
his or her name,
his or her official position or title, and
his or her signature.

This section has nothing to do with translation. Translation is a different section.

LOL, all that does is tell you what a certified copy is, it doesn't say when you need it. The only thing in the instruction guide and document checklist that specifies the need for certified copies is for translations. The rest - plain photocopies are sufficient.

And no, you do not need to submit all 24 paystubs. Assuming you have the T4 for 2013, then submit a copy of your most recent paystub, that will be enough.

Personally I sent paystubs for more than a year so I suggest sending them all :) Good luck
