I'll consult that with **spam** to see if it's better for my manager to include just job duty and sign it. As far as my case goes, the department doesn't really have access to company letter head and I think it might be more suspicious if I do not use company letter head. (It's a really well known top 100 Canadian company) for any verification issues, it needs to go through bookkeeper at local level then to headquarter. Like I said before. I hate this beauroucracy

My public service hat on ... and mind you, just trying to help - not dispute ... if you included pay stubs with company logo and info, but then included an employment letter thats not on company letterhead, it would be a flag for me. It raises the issue of consistency. You said you dont have access to company letterhead. Do they have any previous documents on letterhead available which your super/manager could use to just put in what you need? If it needs to be like this, with the diference in documents, then I would definitely explain the reasons. Just thinking out loud.

@Caribou

I am in the same boat as yours. My employer refused to give the reference letter stating the reason that I am not in Canada. I returned to India after a 2 year employment in Canada. I am still with the same employer in India.

I have submitted a cover letter with all the supporting documents. So as I read through the posts below, it looks like a 50-50 chance to go through the process. Do you know whether there are people who succeeded with a PR under this scenario?

No I don't know anyone. But I know one got it after attaching letter from company that they do not provide such letter with job duties.
Again, bureaucracy doesn't make me easy to get hold of company letter head, not to mention stubborn manager. Only bookkeeper can write anything related to my employment at the store level and they already refused to write a letter with duties. I might try again though.

I have an email stating that. But I don't have in a hard copy letter.
All the best for your try again!
