Pay Fees online-not working for the past 2 days....

I've been trying to pay my fees online for the past 2 days and the system says it's not working due to technical difficulties... . I need to send in my application soon...I tried to get a Cashier's check in Canadian funds here in Mongolia but it's not possible...
Does anyone know what's going on with the system??

Now a message is coming up from a company called e-xact.com saying there are technical difficulties.....hmmmm what am I supposed to do??? http://www.e-xact.com/support/

Now, the system is sort of working but when I key in my address I put City Ulaanbaatar, then country Mongolia, then under Province there is only Canadian provinces so I clicked Not-applicable and the system won't accept it says payment failed.....help!!!!
