Pastry Chef - Am I eligible?

I am actually posting on behalf of a friend. She is a pastry chef. Completed a two year study program and has her certificate. She has worked as a pastry chef for three years making weddings cakes etc. Would she be eligible to move to Canada? What kind of certificate is required?
