Past visa refusal question

Hello,

In 2013 I was declined a student visa to the UK because of insufficient documentation. I reapplied immediately and got the same visa within the following month. Should I put yes or no for the following question?

"Has [silo66] ever been refused a visa or permit, denied entry or ordered to leave Canada or any other country?"

I know there's little room for interpretation here but I'm still on the fence since the final decision on my visa was positive.

Thanks!

You need to answer "yes" of course and provide the details. It's very black and white. Your visa was refused. The fact there was a subsequent and separate application and approval is irrelevant. You have a refused visa on your record. Failure to answer truthfully is misrepresentation.

If there's nowhere to provide further details - then it's enough just to list the refusal or refusals.

Do you mean that you submitted your application after ITA without declaring your refusal? If so - you need to find a way to either correct this error (I don't know how you would do that) or withdraw your application. It will be extremely easy for CIC to find out about the refusal and failure to mention the refusal is misrepresentation. At a minimum, if CIC catches your representation they will refuse your application. It's also quite possible they will give you the misrepresentation ban which is a ban of 5 years from entering Canada.

The question is extremely clear - CIC will hold you responsible if you didn't answer correctly.

No ,I will definately withdraw my application at the earliest. How much time will they take to withdraw it??

It is worth sending in a CSE before you withdraw your application. In the CSE, apologize for this oversight and politely request them to continue processing your application even in the light of this additional knowledge.

I agree with Asivad,

Do not lose hope. Send in a nicely worded apology through a CSE and hopefully all will be good. They appreciate honesty and you informing them when you realised your mistake is a great form of honesty.

Did they refuse you visa or refused your application for student visa?
Both are two different things.
