Yes i am permanent resident and awaiting my canadian citizenship due this year, i completely understood your point, however need to ask you again what if i go for vacations like 3 to 4 weeks only and will return, would that be an issue too ?

A 3-4 week vacation is probably fine. Ultimately its at discretion of visa officer if they notice you're gone and think you're no longer residing in Canada.

If you read the requirements carefully, on CIC's website, you will see that only Canadian citizens are eligible to sponsor family members while residing outside Canada. Therefore, given that you are not a Canadian citizen, you would be ineligible to sponsor any family member unless you are residing in Canada. However CIC is somewhat thoughtful about it, and they understand that a short period of time (2-3 weeks) could be considered as simple vacations and not residing outside Canada. You can easily find this information in a simple Google search, or taking a quick look at the requirements listed on the website.
