It’s more than 3 weeks so you should send email to ( cpc-ctd-ottawa@cic.gc.ca ) or talk to cic agent.
And I am wondering why did you send copies of Passport?

After receiving our COPRs yesterday, my daughter and I landed tonight at the Peace Arch Border. The process was very straightforward (less than 40 minutes total), and the officer could not have been nicer, smiling and joking while we did the paperwork. When we left, he gave us some paper Canadian flags to take with and wished us the best. It was a very positive experience, and an awesome way to wrap up this PR journey.

We are now Permanent Residents of Canada!

What time of day you usually see the approval on CIC, I called them yesterday early morning and they told me COPR has been printed but not the Visa.

I just checked my cic account and the status now is Approved.
How much time it will take for return tracker to get activated?
PNP inland:
AOR: 9 March
PPR: 12 Sept
Passport sent: 13th Sept
Passport received: 14th Sept
App Approved: 28 Sept
RETURN TRACKER ACTIVATED: ................
PASSPORT RECEIVED:....................

And for Landing, Will it matter if i do my landing procedure at montreal border rather than in Ontario?
I have PR under OINP but i live in Quebec for a time being as i am studying over here?

Shouldn't matter !! Did you also get an email saying you have a message in your CIC account ?

I never received update through an email for the application being approved.
I happened to check it online yesterday.
