This is very serious situation. I have very bad experience with Canada Post, I had my online business and sent about 50 parcels country wide. Only 40 of them reached safely, remaining got damaged or never got to their destination. When I followed up on ones never reached to buyers they said I didn't have any insurance on them and post didn't help at all. If I was you I'll follow up with local post office from Ottawa to all the routes that your passport wouldn't have followed coming your home. Call them all right away they can't be doing this to people its simple bullshit.
