I am based in Dubai, UAE. But I received email to send passports to Ottawa. Is it normal to send there and Is it safe.

Why they are not asking me to submit here in Canadian Emabssy, UAE.

Reply that email and ask them to change your visa office to the one closest to you. It will take about two weeks to hear back but the email will be from your local visa office.

Case approved & closed on Nov 14 morning.
By 14th afternoon i got email from CIC that my app is updated.

I am in Vancouver and I used XpressPost for sending to Ottawa and for return envelope too, cost about $35 and takes 2 working days

Hello, i have one question. Do i have to write my name and date of birth on the back of the photo? I have already sent my passport and photos but i did not write my name and date of birth on the back of the photo... Is it ok? Or do i have to send them again...

I don't think you should panic, I think it's just to identify your passport if it gets lost. Worst case is that they will ask you to send another one.
